Yes.. DC will convert Agricultural land to non agricultural.. but layout must be approved by local planning authority.. else it's illegal..
Just DC conversion and Ekhata is not enough, it should be approved from planning authorities like BMRDA or BBMP or BDA or DTCP with individual E khata for each and every sites, NOCs from BESCOM, KIADB, Panchayat and special acquisition department and clear title like no litigation ask for family tree of owner and signature from each and every individuals in sale and mother deed. And check for any liabilities like loan on the properties still pending or not and double check if the site is not sold to multiple people. Don't pay more than 5k for document verification. Make sure SBI funds for the loan. If not it is risky investment.
Is RERA not required?
Many projects in Bangalore are not RERA registered....
