I think it's probably abandoned because they are busy focusing in getting into The Riff's 'Network'. They might have some plans to make it a hangout for the East Coney later after The Meeting.

I don't think those two games are severely underrated. I'll think about it.
There's also some bonus flashback missions in the game too. If you got the time you should check em out.
