I am fairly sure the initiative set gives 20, not 10. The way I read it is that commander AND unit get 10. Yesterday a Sauron outsped my GTW. I had 67 with eagles and his sauron would have had 61 if the set only gave 10. It must have counted twice otherwise he couldn’t outspeed me
For commanders with two damage skills (legolas, dwalin, faramir) could commander initiative be a way to get damage across in a battle. I guess the initiative set effect would be necessary to bring whatever troop damage i have. ?
Skalhelm and Cestaro I feel are just as important to make sure you get their initiative as high as possible. It's a game changer if their prephase abilities trigger before GTWs white council. White council won't affect their ringwraith or executioner if they have higher speed
Initiative is a game changer for support commanders like Sauron, Skal, Gil, and Kiran. I have seen Saruon's with BIS and Init augment solo 4 commanders.
Command is great for heavy command based commanders like Sauron, Witch King, etc., it allows support commander to "tank" while DPS commanders to deliver their full damage load.

I think you’re right. Since troop initiative modifies the commander it would give a little more I think.
