What is that Thing on Arizona's I10 West of Phoenix??

I've driven past this spot many times and always wondered what this was. There is NEVER a good spot to pull off, so I made a decision to risk it to satisfy everyone curiosity, especially mine!

I’m guessing it is an archaeological site! AZDOT uses surveying markers to identify area. Maybe a “historical marker” plaque will be placed at the nearest rest stop?
