I would say it is the city indeed. As for "where I end and she begins", Red is the idol of the city, and her story is closely tied to it. but "I" is Red and "she" is the city
Some hypothesize that it might have an underlying meaning refering to Sybil and a former relationship Red and her might have had. Which if "In Circles" is anything to go by, didn't end well.
Thank god this song was included, She Shines is a criminally underrated track off the ost
Not even in the core game itself, but still easily among the best songs from Transistor and Supergiant in general.
