Well cold enough temps will create a mistake effect on a warmer water situation. Her water would have to be just warm enough not to freeze. So a cold shower in a low temp environment could cause a mist effect, but after doing some research I looked at the picture for about 6 seconds seeing if it was fog or mist particulates in the mirror, I realized she didn't have a bra and was showing no signs of cold lol
