Rotating the horizontal plane anti-clockwise instead of clockwise for an object in any of the 4 quadrants would For 2nd angle projection, when the horizontal plane (HP) is rotated 90 degrees anti-clockwise, the top view (TV) would be below the XY line and the resulting 2D projection would look like 1st angle projection. Likewise, 4th angle projection would look like 3rd angle projection. I hope this helps.

What if we decide to rotate the horizontal plane (HP) clockwise for 1st and 3rd angle projections and rotate it anti-clockwise for 2nd and 4th angle projections? That sounds cool but it creates a new problem. For 2nd angle projection, when the horizontal plane (HP) is rotated 90 degrees anti-clockwise, the top view (TV) would be below the XY line and the resulting 2D projection would look like 1st angle projection. That will generate same view as 1st angle
Then why 2nd and 4th not preferred instead of 1st and 3rd
