Looks like captain does not know the 50 year history of goa, and playing politics, at first jobs were given by politicians in power (irrespective of party) to only those who served them, of the last two decades it has been cash. Lucrative postings at senior officers levels in these day, bribe amounts are 80 lacs to a crore. Question to ask, how many people have been selected based on merit- in the last 20 years. CM is the only one who have set up staff selection commission despite opposition from the rest (ruling & opposition).
