'Scale up' is something we do actively, whereas 'Skyrocket' means to increase dramatically. Usually, we talk about prices skyrocketing.

Absolutely. In business, ‘receive/get the go ahead’ is extremely common when you get permission to do something.

'Pay off' has a positive connotation (like reward), whereas 'offset' means to counteract.
