That's the great Bill Lee on bass, Spike Lee's father!

Unless I’m mistaken, The Kingston Trio was greatly influenced by The Tarriers.
You can certainly hear it in their music.

At 1:30 in the video, you will see Bill Lee on bass. He was the "house" bass player for the "Hootenanny" ABC TV series. The Tarriers: Clarence Cooper on nylon 6 string, Marshall Brickman on Martin D-18 and Eric Weissberg on a custom pre way Gibson Flathead Mastertone banjo

The banjo is Eric Weissburg, who later played on Dueling Banjos from Deliverance.

Eric Weissberg joined after Alan Arkin, along with Marshall Brickman and Clarence Cooper

Weissberg was their bass player. He replaced Erik Darling

Assume the other white gentleman is Alan Arkin or is he in this composition of the Tarriers?

No, that's Marshall Brickman. I think he's a screenwriter now. Alan Arkin had left pretty early on I think.

@@thomashoban6888 Right; Erik Darling isn't there either. At this point I believe he was in The Weavers.
