That was a good analysis of what he does.... I think it works because it's playful and demonstrates that he is present and enjoying the moment with you and is appreciated by those who approach the interaction with a sense of ease/fun and don't themselves too seriously. It doesn't work with people who are closed off and want to have their guard up... with these people it would come off as smarmy, awkward or intrusive/controlling.

Not every single thing needs to be seen from a negative perspective. Whats sad is just because celebrities have their whole life filmed so people can judge and place their inputs good or bad but these things (flirtations) happen between commin people every now and then but theres no one to judge.
