Yeah you can do that.
Just make sure you have a valid hote booking before you travel because on immigration they might ask

Hi,
You need to carry funds equivalent to their currency. You can carry HKD, USD anything.
I would suggest you to carry USD which you can convert as per your convenience and it will be easier for you to convert USD back to INR.
But I am not sure if they can check the same by swiping a card.

Yes. You and your family members are required to apply for PAR individually.
According to me you should carry 10000 HKD as cash + forex.

Till date you don’t need to pay anything at the airport, but check the official website once before you fly to hongkong.

I am not sure about the cities for which PAR is unsuccessful.
You can try to generate PAR, you will get a notification in case PAR is not not approved
