Rob is obviously an excellent player, but Skoob is right that he does hit the floor late after basically every missed layup, even with just minimal contact. I suspect its partly to look like he's only missing cuz he was fouled. He also basically slams his head into whoever is guarding him when he dribbles. I can see how that would get very frustrating to play against.
Not illegal to do so, especially since instead of staying in front of Rob people try to either bump him off his path or hand check. Why not stay in front. They have to foul to stop him do to his excellent and patient triple threat work.
