It worked perfectly! If you have "the system cannot find the specific path" problem, make sure your desktop folder is inside your user folder and if it doesn't allow you to execute the update, try not to change the name and write it as it comes the download counting with uppercase, lowercase, numbers, points etc, that's how it worked for me, I hope it helps! (sorry for my bad english I tried my best)

Updated bios on a Dell Studio 1555. I had to run CMD as an administrator and get to the correct root directory but once I did that it worked perfectly. When I tried to do it the regular way I got told I needed administrator privileges.
Works as of September 2022 on a Latitude 7400 with the latest update. Put in desktop folder, cd to it using admin command prompt, and use /forceit, the UI loads directly to the flash confirm screen.

I fixed it not recognizing the file do all of the same steps except instead of the long ass name that the file has I deleted everything except for the .exe and named it just Inspiron and it work so I named it. Inspiron.exe

do not run cmd on administrator mode or else it will not locate your file on the desktop, just open cmd normally, that works for me after unable to locate file path several times

I remember now.... I had to remove the battery, static charge up I guess. Not as easy on lenovo v330-151kb as it evolves removing the entire back casing, and that thing is fragile. So that was all it was.

Alright guys I forgot about this post until someone liked it, so basically it didn't work, nothing worked. So I just got a new and better laptop from a company other than dell and I am having a good time. I guess that is the only solution, DONT BUY FROM DELL.

Got to computer nd see how the desktop is written over there mine was "Desktop" I changed the command nd it worked like a charm

Well the trick doesn't work for me.
I thought I could try with Powershell as admin, but I failed with that as well. I'm completely stuck....
Who got error just click on bios file properties and tick run as administror and hit ok then do the procedure☺️☺️☺️☺️

You desktop folder path may be different. You may copy driver file in any drive like C: drive and type cd C: in place of cd desktop
