I got all of the 6 costs to 2* in one of my games (Warwick was about to combine but I won). I got the augment that gave me 2* every time I levelled with cost lvl - 4. I just did not have any units on board. Then reroll and money augment and done. Unfortunately levelling to lvl 10 did not give me a 2* 6 cost, but that might be because I levelled before the anomaly
It is a habit from maintaining high apm. High apm is required to pivot, cash out, positioning fast in high elo. You dont need this if you are below low challengers

I think the anomaly is what strongly tilts the game towards rerolling 1,2,3 cost units. Because if you're hoping to build something strong out of 4 and 5 cost units, you'll often find yourself in a situation where you have to pick an anomaly and you just don't have anyone to improve. And at that point, you realize you've lost to a brainless reroll of renata or something. It's annoying. There is literally no display of player skill in sitting around spinning cheap units while picking your build on a 2-1. You just find or don't find.

It’s just normal MOBA player APM. High skilled player tend to have higher APM. Though that’s not always the case.
