this happened with our websites. it is hacked scenario agar is govt website ke owner ne google search console aur google analytics check Kiya hota to unhe website traffic ke reportvaur page indexing report se he pata chal jata. but amit bhai aap ki baat sahi hai situation grave hai.

I complained about it on Cyber cell (personally I didn't know who to complain), I can say they didn't took any action on it. Lagta hai, "Yahi Kalyug Hai" jaha hum publishers genuine content publish karke bhi rank nahi kar paa rahe hain aur ye log din dahade scam kar rahe hain aur rank kar rahe hain.(That's why google said, "content is not the problem")

Bhai redirect kaise hack kar lega. Unless kisi se backlinks na dale hon. Moreover, DNS based redirect bhi bina human intervention ke possible nahi hai.
While I appreciate your effort at educating users, laying the blame on Google is not the right way. Here are my observations. - No employee at google is sitting and indexing pages manually. Its all algorithms. So if the hackers are smart enough to beat the algorithm, then the onus is on end users to report these search results. - It is the job of webmasters to keep an eye on which pages of their website are being indexed. If the government contractors repsonsible for maintaining the website are not doing this, how do you blame a third-party website ? - Forget about other browsers, even if chrome were to start monitoring the pages that a user is on, users across the world will be up in arms for privacy. So a lot of responsibility is on the end users to report such scammy pages, and on the website owners to ensure they are not a victim of phishing.
Government agencies that handle these websites are obviously major culprits, but do you expect governments (especially in our subcontinent) to be efficient and tech-savvy? Open and government website, and they are non-intuitive, frustrating, and eyesore. Google is to be blamed because this hack targets Google's search users and Google rides a high horse that they invest ungodly amount of time and money in protecting search users but that is not seen here!

if you are on a CMS like wordpress, you have a script that's generating these content. take down your website and do a clean install. don't use any plugins that are cracked.
