From my experience elementary school have oral pop quizzes in which the teacher asks the questions out loud and the students have to write the answers, giving oral answers would mean that either he would be giving away answers or he would be taking the quiz at a different time.

I agree that it was a bad judgment call, the best thing for her to do would be to simply not count the quiz due to medical reasons; I'm not sure why the school would not have done this anyway as they would have has to have prior knowledge of his sprained wrist.
