What you, The President and Abdi fail to realise is what is a Tax Levy. Taxes are mandatory contributions levied on individuals or corporations by a government entity, period. The fact that they may give it back simy means it would be a "Tax Refund"!. NSSF, NHIF, whatever are all forms of Taxes

Kenyans are luck to have this highly intelligent president. I have no doubt this president will lead Kenya to a grate economic and diplomatic success. In fact his leadership qualities will inspire and be a roll mode to the new generation (emerging African leaders). I have followed his presentation at the recent Paris summit, he was amazing,..confident, articulate and practical, as an Africa he really made me proud and hopeful for my continent. Mr President may the Lord keep you safe. An Eritrean Observer.

What president Ruto is asking for is a bond to do the housing project, not a tax. But what he's not committing himself or his government is the interest incurred on all bonds borrowed from the public. The government has several means to raise money for various projects; taxation from taxes, government bonds and treasury bills which is basically the government borrowing money from the public, loans and grants from both local and international financial institutions such as IMF. The president should launch bonds for sale to the public and have a time frame of when the bonds will mature and people will be able to cash out their money plus interest. Diaspora will be keen to buy these bonds and the president will be able to complete his housing project without overtaxing watu kwa ground.

@jacksonmunai586, because you contribute to NHIF do you pray that you get sick so that you make use of their service? It is more or less like a church Bishop and pastors all over the place who make followers to believe they are the holiest and are surebet to get to heaven but aren't ready to die.
When your prayers were answered for 15 years, be sure some people were unlucky and had poor health. NHIF helped them in a way, however small.
NHIF suffers a lot from the greed of hospitals, doctors and it's own staff. It is an institution in Kenya owned by the Kenya Government so it can't be an island free of corruption. And if I have heard the President right he wants to win the war of corruption where his predecessors - Uhuru and Kibaki - failed. Let's give him a chance. Let's continue with the NHIF contributions.

If we're talking about parts, maintenance and repairs, agreed..but not on purchasal of new craft. That's a no-go. MOSTLY we're heading in the right direction. He must have read a book about Abraham Lincoln, who, upon becoming President brought his biggest rivals from different political parties (but best men for the job) and appointed them in chief positions in his Cabinet.

for the first time i had time to listen to the president! if it what he is proposing it is not bad! this is keynesian economics! that is if you want to spur growth on the demand side! keynes suggested that to spur growth the government intervenes and creates employment! for him it was to dig roots, infrastructure housing could also be seen as part of of infrastructure! in nssf, the employee contributes maybe 500 the employer also 500 and the money is refunded when someone retires! savings, savings have gone to infrastructure in this case housing and to build houses you employ people so in a way solve unemployment problem among the youth! maybe we should give the president time to! he can use the same methods to raise funds for industrialization if there is proper public participation so that citizens understand what he is talking about!

All "Leaders" should be heavily taxed to cater for all these projects, not the struggling mwananchi.

This government is diverting your mind from the truth. I don't know whether you have given up, because this over taxation might affect you wen you become a leader one day.
Problem isn't the lack of money. It's the bad financial management.
Example; government officials having excess trips, excess tips, excess personal savings, excess CSS, etc.

@@thedepartment8391 A leader is a selfless person. In Kenya, We are lacking leaders. Your right to say that too much is being spent on their personal expenses rather than investing heavily on the things that will benefit the common mwanachi. Taxation becomes a problem when the money is being misused, and the people have no money.

For the University to minimaze the lectures we have to have lecture halls in order to organize as much as the hall can accommodate.
The internet support education is another solutions.

Why should the employed be made to feel guilty for being paid using tax money .1) Don't they deserve to be paid for the work they do??
    2) How about the heavy govt taxes on the pay slips of these employees, why doesn't the government use that tax to do that housing?

There is one thing i hate with our kenyan politicians.....they keep talking of things they found and yet they were in the previous government.....and in this case sir, you were the v.p.....so the things you say that you realized, how comes you realizing them now...that is a statement reserved for someone who was not in the previous government.

the beauty of the world today is the internet and mental capacity. On Shakahola, using the internet, the president as a symbol of national unity personally visits everywhere where is a major weather catastrophe and terrorism example in the twin tower terrorism in New Yolk, France, Germany and also other previous Kenyan presidents have made visits to such sites. Raila's visit to Shakahola was a graceful sign of solidarity with the affected people. The excuses the president is giving are just baseless. This is what is the generally agreed consensus among most of the normal presidents and populations worldwide.
