You shouldn't have Reflex+Boost on unless you're GPU bottlenecked (you're hitting 99% usage regularly in monitoring on something like Afterburner). It's technically better for input lag (not by much, but a testable amount) to keep it on Reflex with no boost if you have a powerful video card. Having super high FPS for low input lag is good but something that's often overlooked IMO it's also bad for your input lag to be variable, so I suggest capping it to the highest amount you can where you won't dip under it for the best and most consistent input lag amount for your system. You should run MSI Afterburner and look at the GPU usage graph while gaming, if you're scraping the top of the graph (99%) consistently then you could either turn down some GPU intensive settings, or turn on Boost if that's not an option (like you're already at the lowest settings). It's a fairly small difference either way though, tons of pro gamers out there running with it On when they shouldn't and they're still nasty players so it doesn't matter a huge amount.

Reflex+boost just overrides the power saving feature of your gpu in which your clock speeds won't down clock even though the game may not be demanding at a giving time. With newer gpu's and higher frames reflex won't be has as beneficial but it won't hurt by having it enabled. I believe you are mistaken null and reflex with 99% gpu usage in which case you would be correct and while yes reflex is most beneficial in gpu limited situations there is no downside in having it enabled while not being gpu bound as this is as per chris said

vsync adds blur when moving your camera to stop/counter screen tearing. It may also lock you to 60 fps but i have never used it because its only good on singleplayer games anbd even then i wouldnt use it still.
