When I was little my Mom would take left over pie dough cut it into strips, sprinkle cinnamon & sugar on them & make them into pinwheels & bake them. So yummy! We loved them!😋👍
Another option to prevent the sugar from spilling all over when you are twisting might be to heat up some honey and mix the cinnamon in when it is heated and let that completely cool so the honey thickens up before spreading and cutting. Or if you want to stay with sugar, spread melted butter before the cinnamon sugar which would hold the sugar plus add a nice buttery flavor. Just a thought.

Those are some interesting suggestions. They would change the finished product …. but might work🤷🏼♀️
