I'm not much of a crackling person but this seems pretty simple.
Hi, I’m doing a vertical cabinet and the crackle has dripped. I haven’t yet put top paint on it. Is there a way to remove the drips before painting.

No, you should be able to use any type of paint except stain and oil based.
