It have to do with the server you're in if it's early server then this is why, they often become available after certain time of your server. So dont worry just matter of time before they're available for you

You should be able to do so from beasts then alter,, this feature not locked for specific lvl

If you´re android you can actually download and play it from apkpure or if you´re on pc you can download it there also but you´ll need to use emulator

why i have only 14 beast? where can i get cronus,nemesis etc.
