If you’re just buffing Herta like a Hypercarry then RMC does add more damage to her at a glance, but if the other team members can contribute in damage like Jade or future stronger Erudition and Crit build Lingsha, then Ruan Mei can add more overall damage to the team than RMC. Herta’s trace also lets single target attacks to be counted as hitting 3 enemies to fill her energy, so Ruan Mei’s basic will suffice in most situations unless there’s 4-5 enemies on the field.

I saw a guy 3 cycling with Herta and 1 cycling with Aglaea. Can't remember the teams though.
Both The Herta and Alegaea can 0 cycle this MoC even with 4 stars. It mostly depends on skill usage and relic stats though
