It's is available in some big canteens of big cities probably but not everywhere. Generally army families are unable to keep pets as moving around different stations and remote locations with a pet is quite a hassel. Better order it online, they are cheaper there than civilian shops.
if you r in close relation like your father serves in army..... if then you need to fill dependent form then after investigation they give you dependent authority card. and then you can go inside otherwise there is no other option... but in small canteens or |TA| canteens you can go with your relations persons..
