I used to show Five Gaited Saddlebreds and I remember well, how many of the trainers would ginger horses to make them carry their tails higher, or sore their pasterns to make them step higher. It was even worse in the Walking Horse culture back then... Chains, roller bracelets, weighted stacks, used motor oil, NAPHTHA, kerosene and God knows what. And that's over 40 years ago... I never would have expected that sh*t to keep going on this far into the 21st Century. Although I can see that the crowds aren't what they used to be... Maybe more people have caught on to the hidden horrors. Nowadays, people seek clout on the internet by racking their horses full speed on pavement... So I guess no one's really learned sh*t about sh*t yet.

The 21st century means we shouldn't be criticizing pads or chains. More often these days, horses are disqualified for fly spray, hoof polish or even an incidental pasture scar. Shampoo is also a violation under the HPA, that's why many owners regularly wash their horse with only water days prior to a show. Or the inspectors can be corrupt and poke the horse with thumb tacks between their fingers on purpose. Underground shows are very hard if not impossible to find these days. It would be very unrealistic for someone to post themselves breaking federal law online. If you've actively seen horses being sored, you are obliged to report it to the USDA. Although Saddlebreds are uncommon to be sored and are not subject to inspections, I think gingering should be looked for.
