Appenzell is one of my favorite places to visit in Switzerland. Many of the buildings along the main street (where the slow procession was) are beautifully painted, like the pharmacy with pictures of medicinal plants. I’ve just happened to be there a couple of times when the procession of cows coming down from the mountains takes place in late summer, also along the main street. The cows wear the big ceremonial cow bells and are decorated with flowers, and the farmers dress in the traditional clothes of the region. The town is surrounded by rolling green hills, topped with forests, and farmhouses dotted here and there, with bigger mountains further out. It’s definitely worth a visit!
A Landsgemeinde is an annual open-air political assembly in which every adult citizen of the canton has the right take part and vote. This assembly is sovereign in that if adopts or ratifies laws and elects the members of the Executive council. Appenzell Innerrhoden and Glarus citizens still vote by a show of hand in their Landsgemeinden. The eligible voters are obligated to participate in the Landsgemeinde, unless they are prevented by significant reasons such as illness or old age. The voting card serves as proof of eligibility to vote, and for men, also the sidearm (Sword) Elections and votes are conducted by open hand majority. The Landsgemeinde is the highest political organ of the canton. It is under the leadership of the serving male or female Landammann. This year's Landsgemeinde highlight is the total revision of the cantonal constitution. It marks the first complete overhaul in its 152-year history, with several dozen partial revisions made over time. Remarkably, this constitution stands as the oldest in Switzerland’s cantonal history. At the Landsgemeinde Appenzell, the voting citizens clearly said yes to the new constitution. The regular Appenzell Landsgemeinde takes place on the last Sunday in April. Exceptions are regulated by law. The Landsgemeinde only exists in Appenzell Innerrhoden and canton of Glarus, making it a very unique tradition. The Origins of Landsgemeinden. It is interesting to notice that for many historians the practice of Landsgemeinden actually traces Back to the 13th century.
