911 outages impact millions across South Dakota, Nebraska, Nevada and Texas

911 call centers were cut off last night in South Dakota, Nebraska, Nevada and Texas. A telecom company says it happened when a contractor mistakenly cut a fiber line. Experts say it exposes a critical national vulnerability. NBC News' Tom Costello reports.
