What does the white and red flags mean? Sad to see all the windows and doors have metal bars to keep the bad guys out. Venezuela is a great country before Chavez and the bus driver, I hope it goes back to a great country again soon.

The metal bars are characteristic of the colonial architecture of the city. This does not mean that the city is safe, though.
