The axe stuck in the wall might be a reference to The Thing. Blizzard loves hiding easter eggs referencing that movie on the Antarctica maps. MacReady's name is also a reference to The Thing

I'd argue your theory isn't out there at all :) I also came to the idea of the Anomaly being the Anubis Omnium right after the chapter in the icy valley - Ram restarting the Omnium even lines up perfectly with Mei's cryosleep & the data escalation!
You're also absolutely right in that Omnic life can survive in this environment while humans can't - & that's exactly why Anubis would have had Omnics make it here, & also why no humans have actually discovered it!
This is just a tiny bit of speculation but I feel like there could be something like the movie "The Thing" going on here, such as one of the characters being mentioned on a calendar in the map but also the axe could be a reference to the axe in the door in "The Thing" movies.

We know from the "Recall" and "Infiltraion" shorts that an omnium in Siberia reactivated, which is what started the "Second Omnic Crisis" that Zarya was fighting in and Katya Volskaya was creating new mechs for... It's possible that Ramattra reactivated that omnium rather than (or instead of) Antarctica. I'd also gotten the impression that the Omnic Kaiju that MEKA was created to protect Busan from has been attacking Busan on a fairly regular basis since the end of the original Omnic Crisis.
I've been hearing in a couple places lately that Anubis was solely responsible for the Omnic Crisis. This is new; it used to be implied that there were other "God Programs" who collectively orchestrated and executed the original Omnic Crisis. (In which case Athena may also have been one of these "God Programs", but a dissenter, who eventually reached out to Overwatch to help them defeat and contain the others.)
Also ambiguous is where Aurora fits into the timeline, relative to the Omnic Crisis. Was she one of the original pre-Crisis Omnics? If so, was her achievement of sentience before the Crisis or during or after? And if before or during, was her sacrifice, which gave sentience to all other Omnics, what ended the Crisis? Or a precursor to its start? If before, was Omnic Sentience the reason the Omnica Corporation came under investigation, leading to its being shut down. We seem to have mixed messages in the stories about whether they had sentience before the Crisis; it's implied in some stories that they did, but in others it's mentioned that no Omnics built after Aurora's sacrifice, save for Echo, have developed sentience...

but really, I think your theory makes sense. might be worth listening close to any Ramattra/Mei interactions from the game to see if there are any hints… it does seem like the release of Ramattra and this map so close together may not be just a coincidence though.

The axe is definitely just an Easter egg to The Thing.
Either the rescue team had to have been sent 3 years after the storm trapped Mei and her team for the fall of Overwatch to impact the rescue attempts, which is unlikely, since in Storm Rising (which took place 6 years before Overwatch 1) Jack and Gabriel were only starting to really go at each other's throats then.
Or...Overwatch didn't send more ships after the first one couldn't reach its destination...for 3 years.
The 9 years for Mei's short and the 6 years for Storm Rising really throw a wrench in the idea that the Resolute was the only ship sent because of the fall of Overwatch.
I'm thinking that Talon could have been eating away at Overwatch's priorities, causing them to hope the Resolute was just having some small issues and not sending more resources towards Antarctica when they need those resources to fight Talon. It's the only way I can make sense of the startling lack of rescue attempts for the Ecopoint team. Only 1 ship? That didn't report back for 3 years!? Something must have made more attempts too expensive, and I think that it was Talon.
There's an upcoming short story where Jack and Ana will get some new insight on as to why Overwatch fell, so it may not be too long until we find out for sure.
