I don't think Jushtin did very much parties during his ruling, he did make a lot of connections with neighbouring kingdoms, he helped his sister with providing aid for her armies and in the book, he's shown to be a brilliant mathematician. Festivia partied because she wanted to and never wanted to be involved with helping the outside world

I feel like Justin was still alive after solaria got kachowed in battle so he raised his grand niece after his niece eclipsa "disappeared" and his sister dying in war, so it was natural for him to raise festivia after I assume basically most of his family either unalived or disappeared cuz I'm assuming his mother skywynne unalived.

But there was another named Whizzbag of Garbage Beach he could have interested Jushtin in possibly a distant relative from Pie Island. I know it's a long stretch of a theory but it comes as close to Festivia as possible, it's either that or the pie folk kidnapped Festivia from the Spiderbites and claimed her as their own just to sell her back to Shastacan (it's the perfect hustle).

The whole point was to give a huge twist that Star’s history is a lie. Don’t break that. Also, non of the other queens are close to their OWN daughters. So I doubt that Jushtin is Festivia’s father.
