When your gears are 20/20/20/20 an advancment button should appear in the bottom right. You need T2 materials or a ticket to get him to T2, you get the materials by beating world boss. To me it sounds like your lacking cards, making content really hard. Go to the future fight reddit page, theres loada of guides for beginners and help with questions etc.

Tbh we can farm up to 600-700 a day easily so they need to cap it, otherwise we'd have 25k+ feathers after just 5 weeks with no effort. I think the cap should be higher though
