I recall there was some similar work going on 30 years ago at Princeton, the Princeton Plasma Physics Laboratory. Whatever happened to that? Disclaimer: I'm a Jersey guy, although not a Princeton grad.

Probably referring to deuterium which is 0.0156% (by number) of hydrogen in the ocean. And as they said others, like Tritium, can be produced by nuclear reactions.
