Not very much demand, so harder to mass produce. Also A lot of the price is the battery. The reason these things are just now starting to get popular is Lithium technology is just now becoming relatively affordable. But that's still like $350 for a battery of this size.
Supply demand. As anything new comes out, price drops as it becomes easier to produce, and the desire for overall profit instead of margin per unit is the aim.
Dualtron Thunder scooter is one of the best. A bit pricey but definitely not wimpy. Figure the cost of daily drive with your favorite vehicle and or uber Dualtron becomes very attractive. They are very fast and have a good range in battery power before recharging is needed. Ride smart and be respectful to others.

Just got the Segway ninebot ES4 (ES2 with the extra battery) on sale for $650 a few weeks ago. They have definitely come down in price.
