The energy for the electrolyse comes from batteries. This car is not " powered by water".
It is powered by the hydrogen you get after the electrolyse. The water is only a hydrogen carrier, nothing more.
So after several conversions of energy, you drive a combustion engine.
The rendement can´t be great 😧.

This ignores the significant amount of power required for the electrolysis of the water. More, in fact, than you get out of the engine. See the 2nd law of thermodynamics!

Exactly, and I suspect this video is a fake because I cannot imagine Toyota being stupid enough to promote that.
At most, the might make a lab experiment, which would already be unusual because conventional physics say this cannot work. After the almost inevitable failure, they would silently bury the experiment to avoid loss of face.
