You draw a dotted line (or a line of a different colour) as a placeholder for the zero. Then when counting the dots, you ignore anything that intersects that line, but still use it for grouping. See his video here: v=bbKjXKV9QNA for an example.

Sorry about how that sounds, I must have "silently" pronounced all the tens. There are obviously 3 tens on top and 2 tens on the bottom. Thanks.

No, simply draw a line of a wanted value. For example a line of value 30 representing the tens. It gives you threehundred.
