I never got why Claude couldn’t swim (other than the black oil soaked water).. all they had to do was basically add the falling animation but slow it down a little. Would have made GTA 3 that much more revolutionary.😄
the reason for not being able to swim was to force player to unlock all islands before accessing them- in SA they introduced swimming but also wanted level if you go to locked city, and the lore reason is that C.R.A.S.H has forbid you from leaving los santos (they are also the one that introduces CJ with second island and Bad lands, so its "lore friendly", by the time you get to LV the CRASH unit is under investigation and Tenpenny is no longer able to force another officers to purse you (therefore no 4 stars). Also in GTA III and VC there is story reason why bridges are closed and in GTA III why is swimming not recommended.

It was possible to swim in the first GTA(1). Kind of. You could to a “backwards glide” through POOLS (some, the shallower), if you made sure to reach another pool edge within 2 seconds tops, otherwise you drowned anyway. It served theoretically at least one purpose. If your character happened to catch on fire while near a pool, normally a certain death, you could take a pool dip, get up, and the fire would be put out. Not a lot of people know this, but I tried it one-time as a theory. It actually worked.
