I think they're part of a mod called "basket of equipment, but there's so many I haven't actually taken the time to look through all of them. These actually count as armor.
The mods are SLOWLY coming out for console. I suspect that we'll see many more following the next big update. It's adding several things that were mods but are being OFFICIALLY adapted to the base game
