Just some pointers that I've learned from doing this a couple times to people in the comments : one... cut the front of the shorts slightly shorter than the back because your butt naturally pushes the fabric out and if you do this the shorts turn out more symmetrical. Two... cut at more of an angel so that they hug your hips better, it's just more flattering in the style of distressed shorts. Lastly... they'll distressed better and easier if when your done making your cuts and such if you JUST put them in the dryer and not the washer first. Adding heat to it while it's dry wears the fabric down more and it almost "bakes" the edges where you cut so not only do they make the stringy frays but the fluffy frays too. Hope I helped someone!! :)

Just put your shorts in the washing machine and it will "distress itself"

instead of plucking each strand, just cut the lines, and then throw the shorts in the washer and dryer. ;)
