As a last resort they could have told Hiruzen the truth about them being from the future and then they will tell him what he needs to do to avoid a terrible fate. Then they can manipulate events by telling Hiruzen what he needs to do. If they say that adopting "Naruto" is necessary for the greater good then it will be done.
