    Calculating defense budget as a percentage of gdp is bad because gdp is not tax revenues. Taxes are only a fraction of the gdp. No sane economist would support borrowing for defense. Thats the kind of attitude that creates sunk economies.

      all these lessons are being taught to us by pakistan's stupidity.
      Also defense budget for rupee denominated expenses and dollar denominated purchases should be separate and computed differently given India's reserve position. The effects on the economy are totally different if a military spends rupees domestically vs using them for buying weapons systems from abroad.

      @@AKumar-co7oe Absolutely, we need a more accurate context for viewing and interpretation of the numbers. Like the capex expenses needs to be split in dollar import in nominal and domestic calculated in ppp terms. Operating costs are always in local currency and hence should be purely on ppp terms. But we also have to add corrections to ppp because local currency is spent on goods and services that are partially imported. So the details matter and need to be accounted for.

    SG - please dont forget a lot defense equipment is now being manufactured in India instead of direct imports which brings down the cost to a great extent. This could be a reason for less allocation to defense.

    Why infrastructure budget is increasing every year? Rs 10 lakh crore this year. Because everybody knows we need to build a lot. Metros, expressways, airports, railways, ports, etc., Defence budget at Rs 5. 94 lakh crore is more than enough.

      A major chunk of that 5,94,000 crores go on Salaries and pensions. Also government have to undergo purchasing and manufacturing of missiles, fighter jets, other machineries. Research & Development of defense technology is also important....

    Guns Vs Butter is introduced to students of Economics as early as Grade 9! It's a classical dilemma, which govts constantly experience. But you are right about people feeling reassured if more is set aside for Defence. So I have heard FMs over the years, calming the nerves of people, saying "We have allocated so much now but rest assured, if needed, we would not hesitate adding more".

    I think 2-2.5% of gdp is decent for defense budget. We should not forget that we are a poor country at 2k$ per capita gdp, it is very important to keep investing in our infrastructure and human capital because that is the ultimate defense. I think as a matter of policy we should try to bring down interest payments to below 15% , ideally below 10%, of expenditure over the next decade, prudent inflation targeting and possibly running a primary surplus by the end of the decade can be an ambitious goal for our financial planners.

    India is Growing Rapidly in terms of Economy and Industrial Activity, So Even If you look most of the Western countries,They spend around 2% of GDP, So Modi Govt. Has prioritised Infrastructure more than anything With else, With A Whopping ₹ 10 lakhs allocation to Infrastructure

    Right now we need higher gdp growth so that even with lower percentage of GDP army budget is still rapidly increasing. We don't want to become like Pakistan where GDP growth is lower which makes army budget seems bigger as percentage of GDP .

    A weak Pakistan is the perfect reason for reducing defence budget as the same money can be allocated for other important sector like infra. Again rapid indegenization of arms manufacturing has made the costs reduce substantially.

    Another important thing to consider is the decline in internal chaos. Insurgencies, Terrorism, and Naxalism are on the decline. For external threats, we have MAD. In fact, MAD, in a modern context, wouldn't just be Nagasaki-Hiroshima-like incineration, it will also be an ECONOMIC BLOODBATH. Of course, we cannot take NATIONAL SECURITY for granted, but with Pak in shambles and China predisposed in a proxy cold war with the US (although I find the commentary problematic, China is too dependent on the US to actually challenge it), India can take a little breather.

      Both China and the US are interdependent, but both are also talking about selective decoupling on their own terms. At least here in the US, the view is that China is the largest threat to the US and the Indo-pacific, and there will be long term strategic competition for at least 20 to 30 years.

    Measured in % GDP or % of Govt expense whatever we still have the 3rd largest amount [~$72B] of defense spending... Once we are at 5Tr GDP even 2% will be over $100B - almost double that of UK / France and same as Japan which is actually only catching up for decades of underspending

    We could also look into it in a different way. Over the last 9 years we had procured , ordered and modified our defence forces arsenal and till now we have orders in place for fighter jets, helicopters from HAL, submarine and naval ships are under construction , guns and equipments procurement for Army is a continuous process .
    More importantly, there was never a complaint from any of the defence wings that they are having a shortage of funds.
    The important factor is that this government never moved away from putting additional funds when it is needed by the forces and another important factor is now India is procuring major defence equipments from India itself which also make it much cheaper option compared to earlier times.
    It's my view that we are doing pretty good when it comes to modernisation of our forces, and we don't need to lose our sleep over the defence budget allocation.

    FYI tax collection is around 7.5 to 8% of gdp i.e 7.5 % of $3.5 Trillion = $262.5 billion. That's what the government has at center. Some estimates put it at 10% which moves it to $350 billion. Then there is state tax revenues which very a lot.

    These are just allocations. The truth is that A.K. Antony had a tacit agreement with PC, and he would return back a large unspent part of the allocated budget. Our defense modernization has suffered immensely during the UPA rule.

    Disagree that defence is the largest single head. Please check. Agricultural Credit outlay is 20 Lakh crore ( 6.6 % of GDP). Not even 50 % of this will be recovered. How about cutting that! Farm laws were repealed due to the political farmer. So nothing new can happen in agriculture, no modernisation, no efficiency and no accountability. The Indian Armed forces are a-political and hence their voice will never be heard.

    IAF's incompetence is going to bite us real bad. They have dithered, delayed and mismanaged everything handed to them. MRFA was all hype, no action, no AoN either. AMCA, no commitment to purchase, no competition, no updates. Tejas Mk2, Air Force has stalled it's development by delaying testing commitment. Air Chiefs are complaining about theatarization and delaying it's implementation.
    Army has improved itself greatly, Navy is the best. IAF has been really incompetent.

The mmrca took so long because of internal bickering and disagreements in the airforce, only now have they come up with an internal bureau for aircraft requirements.

      Dont be funny. For Tejas MK2, it is HAL/ADA not delivering the prototype. Force can order equipment only when it is ready. MK2, AMCA and TEDBF are all in paper. Let these PSUs first develop prototype and test before asking order. Delay is because of lack of technical knowledge not because of lack of order.

      @@saisagartata9464 Ok. I disagree. When your tax revenue increases, you have more leeway to spend more on your priority areas. Budget is nothing but Input and Output. Input is tax revenues, loans and borrowings. You can't indefinitely increase loans and borrowings. What you can do is increase in tax collections. GST, income taxes are only avenues. If you don't want to increase taxes at least increase the base. For that our tax paying population has to grow. Without anyone paying taxes we want big defense budgets, big roads and highways etc.

    wonderful analysis as usual from Shekarji. I think real value is improving logistics at border areas where there is historical construction is going on. Still allocation for capital expenditure is not good. We should slowly increase that to 2.5% then to 3% of GDP. We should also focus in reducing the expenditure by reducing support staff. For example 100 soldiers regiment require support of 65 people which is one of the highest. Second is, reduce administrative staff in Department of defense. Use software wherever possible to eliminate these clerical jobs. This should save money in salary.

    Many thanks for a fine lucid presentation of defence budget. Most people look at the gross allocation for defence and do not delve deeper into it.
    Your right about distinguishing between budget expenses as a percentage of total revenue, and as a percentage of GDP. Latter measure is highly misleading. I cannot understand why the learned economic journalists continue to use percentage of GDP as a measure of budgetory allocation. If India does not maintain a healthy balance between the defence allocation and other priorities, India would be mimicking its disastrous neighbour to the West.

    I feel that if we could have an insight into all the acquisition deals (whether indigenous or imports) that are in pipeline, and how many of them are expected to be completed in this Financial year and ahead, then we will be able to judge this budget from a better vantage point, also the preparedness of our armed forces and commitment of this government towards defence.
    Whether they come to fruition or not will enable us to judge the government's actual delivery on those commitments.

    You should not compare 2.5% of GDP in 2012 with 2.17% of GDP in 2023. GDP size has increased manifold since 2012 hence only in Billion $ value should be considered.

    Make no mistake - Indian air power (fighters, gunships, killer drones , missiles) is in deep decline with no recovery insight. Fighter squadron levels both in quantity and quality are set to fall and keep falling. There is no real pathway to killer drone induction and a basic cost-effective 600-800km LACM.

      The solution is to find a solution and not to blame anyone. What happened so far happened. If we get into the business of finding someone to blame, then it will remain political and partisan. National security is a collective responsibility cannot be a monopoly of an executive elected for a 5 year term. Both the airforce and the navy want more rafales, with 2024 looming large will the government order?

    Technology is changing- now smaller armies with advanced technology/ drones are keeping enemies at bay
    Pakistan is not in position to frustrate us

    Defence budget should ideally be less than 10% of revenue expenditure and around 2% of GDP for healthy economic stability. Lethality of weapons need to be increased by local R&D.

    i can't help but point out that our education budget needs a desperate upping. It doesn't make sense that we spend so little on the one thing that will strengthen our future, knowledge . knowledge is ultimately what creates a quality workforce no matter what field u look at. i am a Public Service aspiratnt and i see how bad the penetration of actual knowledge is at the grassroot level. our students are too far behind global levels and our teachers are far too under trained nad under qualified. our education needs uprooting and replacement and we need it yesterday. i know i sound like a less that adequately informed layman because i do understand that in today's time not spending on defense just is not an option. our country is holding out so well thanks to the robust defense and our soldiers.
    it's because i understand that it all feel so hopeless. i hope i can see Shekhar Sir do a segement on our education system, doesn't have to be CTC, but I'd really really like to hear your team's take and analysis on this .

    Sorry Guptaji, nation doesn't wants meager resources to go to activities which do not create wealth or development.
    Defense is a pure expenditure.
    When more than 70% of the defense budget only consists of pension, medical, salaries, and cost for fuel, something is very wrong with this budget.
    Indian military particularly army needs massive restructuring which hasn't happened since the British left India.

      India deliberately imports foreign arms as netas and generals get several million dollars kickbacks from multi billion dollars arms imports which won't happen if India buys made in India DRDO DPSUs OFB products instead of foreign arms through Tata Adani Ambani under the ruse of make in India.

    Why PhD students getting paid only 31-35000 rupee?? Is it even looking attractive offer? Can he/she concentrate on work, because he/she has to worry a lot about financial condition of his/her own and family?
    How can a 28-30 year PhD graduate student cope with world with just 2-3 lakh saving after 5 year rigorous research.
    Best minds of the field deserve atleast 50-55000 rupee for their work.
