Nmh2 combat is wicked fun I have a saved file of the market mission #5 boss fight its just a horde of enemies when I wanna play nmh2 I just load up that save and its a lot of fun mission is really long lol a good saved horde mode..

I think for sure there will be DLC but maybe it was just done because 3 has been recently released and eyes are on the series again or if this isn't an official dub, maybe the VAs just wanted to do it. Like the Metal Gear ones getting together to do fandubs. I forget what of now.
They can't do NMH3's DLC even if they wanted to. NMH3 was a rushed mess because Marvellous forced Grasshopper and Suda to make the game within the span of two years, which is why NMH3 has so much cut content and why the story was rushed. The contract meant that Suda and co. could only make two games within the span of five years, which is what essentially happened, with Suda making TSA in three years and NMH3 being made in two. Hence the problem. The contract ended and it's basically impossible for them to keep making actual game-related content support or updates for NMH3. It's also why NMH1 and 2's PC ports have not gotten bug fixes for major bugs after launch, because the contract had essentially ended and prevented any kind of post-game support.

Maybe Sylvia canvassed/siphoned funds from the projects they were planning after Travis' murderventures led to cleaning up Santa Destroy's criminal elements over the course of NMH1?

Seems his delusions ironically made reality, like the way the scam of the UAA turned into a somewhat believable orgnaization.
The UAA was fake, in the sense that Sylvia tricked Travis and the assassins from the first game there was a association. But people from the world watched the ranking matches streaming via the dark web, and more assassins went to Santa Destroy, so Sylvia decided to turn assassination into a real profession. The deception became a reality.
