Here's how flair passes/shots actually work - you need to press and release LT/L2 the same time you're releasing power on your shot/pass. This is the key. Also don't press it all the way, just kinda "flick" it :)
If you hold it down entire time it does not work
Edit: You can also hold RB/R1 for extra power. So awesome
Edit2: Combo with RB/R1 only works with passes. You can't combine it with a shot.
However, for shots, if you combine it with LB/L1 its almost always a fancy chipped one.
One more tip - be stationary or move slow. Or do it after a scoop turn.
Final tip - crazy good place to train this is the last "long pass" skill game - merry go round or something. So much fun.
