The problem with graphic design in general today is a lack of experienced people (in fact, this is a widespread problem across ALL professions). A.I. can present more options faster, which can be good. But taste and restraint are something a seasoned designer develops. Knowing when to deliver less, instead of more is something only an experienced designer can do.
Yes and no, if it’s about art and esthetica okay but when it’s about usability and functionality most paths are predefined unless you tread new unpaved roads. Metrics for success of design are easily testable by metrics like sales and usage and most components like in Android material are already done better then you and I can imagine it.

Actually, no. Taste (aesthetic sensibility) is something you're born with and develop over a lifetime. There's plenty of credentialed and experienced graphic designers who have very bad taste.

Depending on the app you use - you can either use prompts (with specific descriptions) or the app will have character consistency tools (like Runway).
