Its worth saying that the 2003 There is a star by Mysterio is a cover from the 1993 "there is a star" by Pharo. I would say the Pharo version is considerably harder, more unique and over all the better song.
The 2003 is the better dance hit, but its also very similar to really most music at that time... That.. for better or worse have been the tune of every nighttime city carneval... or at least here where i live. To this day. if you are in a nighttime city carnival they basically exclusively play music from 2002-2005

I prefer Hands Up to 90's Euro Dance if I had to choose but it's good too.

I would say it this way. If you going clubbing, carnival, really out anywhere, i do agree with you that hands up music of the 00s have better feel. Also as background music in general.
But for like roadtrips and work music, i have to go for the 90s. The higher quality of composition and variation is higher priority to me
