I mean he says Terumi is the one who can´t stop barking, but if you think about it he is the one who did learn nothing till the whole cast almost forced him to be a hero.

Noel accepted her true self. even though she thought of herself as a puppet she still real not a fake. same with Ragna. i think that's good enough for a lesson in the end don't you think?

Kagura is the hero of BCCP if you think about it...Ragna has like only two moments in the story and isn´t the one to beat Terumi for good
