Spawner radius is 8x8x3. Ceiling doesn’t matter. Cage does.
Clear order: Floor -> cage blocks -> cage fences(they block less spawning space) -> North & West Walls.
Blazes are most likely to spawn close to the spawner so clear blocks close to the spawner first. You have a minimum of ten seconds of leeway between new spawns during which time you should be removing blocks after killing blazes. Remove yourself after this cool down because the player blocks spawning space(stand back on the steps mining blocks you can reach)...
Light level effects rates so remove fire...no need to remove nearby light sources...they have to be very close to matter for blazes.
(The spawner always attempts to spawn 4 blazes.
Clear 2 blocks above the spawner to account for head height, 1 block below, 3 on the SE sides and 4 on the NW side. You can orient yourself by the block textures instantly. Spawning is centered on the bottom northwest corner of the spawner block which is why the sides seem uneven.)
