Vulcans compassion and Perpetual nature WOULD have forced the world to powerful kindness, especially with it's level of technology. Perterabo would insure the hard survival and prosperity of The People of Nocturne due to its production capacity AND the kindness of it's people along with the horrors that are The Drukarhi that invaded and attacked them. I have a feeling either The Chaos Gods or The God Emperor of Mankind swapped them in order to insure a drastically different unseen outcome did not occur.

Sure it's a galaxy spanning empire, but it's a decaying husk and it was always going to end up like one without the Emperor constantly bending it to it's will through brutal force and terror. Even so, Perturabo remained loyal to his father and continued to receive the most difficult missions. One day, Perturabo received news that his adopted planet had started a revolt. Perturabo went to the planet to stop the revolt, but by this point he was used to being so aggressive and destructive in his missions that he massacred his adopted planet, and in the process killed his adopted sister, basically the only person he had ever loved and who had loved him back. When Perturabo realized what he had done, he was consumed by guilt and fear that his father would punish him for destroying that world.
