The dish you had with the fried tofu (aburaage) is called kitsune udon and the tofu is often seasoned with a soy-sugar mixture, made as pouches and mostly filled with rice varieties it is called inari sushi.
I think Tokyo banned the practice in small restaurants due to holding the Olympics, but outside of Tokyo you still get a bunch of smokers in Japanese-style cafes and smaller restaurants.
When we were there last month, we learned that smoking is no longer allowed, but there are exceptions if you have good ventilation and put up a sign to let everyone know it's allowed. If I recall correctly. 😊
