Hey, Cody! That effect is a combination of zooming in on the footage, and making a bunch of different points over the course of the scene (maybe like 20 points in those 4 seconds) for the camera to follow. It's like holding a phone close to a TV while a character walks around, following the character. The more time you have, the more points can be put in, making the "tracking" better and smoother!
Sometimes Jerome turning his camera helps me make this effect, and sometimes it makes it harder lol
