Soooo as someone who use to work in fast food, the restaurant can actually get in trouble for taking things back through the drive through window. The second it gets out the window it is deemed contaminated. Even if you have a wrong order or something, they aren't supposed to take it back. just give a new one.
They wouldn't cook your steak for you due to legal reasons, because if they took your steak, cooked it, and served it to you and you got sick, they would be 100% liable.

It's a large part of the reason most restaurants won't allow any outside food to be eaten on the premises at all. Sure, his steak was vacuum sealed. But the staff can't know if it's still in date, if it had been stored safely beforehand (don't pull the 'it would feel cold' thing because someone could leave a steak out for three days and then put it in the fridge) or even if you'd resealed it.

For Starbucks and their refill policy, it makes sense. You weren't physically inside the store when you asked, so it's not possible. But at the same time, it should be relatively quick for just a tea like the one you got. Can't argue with the policy of the store though.
Yeah it makes full sense. They need to see you purchase the drink and then not leave the store to honor that. A drive through you could literally have 10 extra cups sitting around and then just swap the fresh drink for a cup and ask for a 'refill'. These drive-thrus aren't dumb.

11:11 former barista and supervisor here- the drive thru doesn’t count as in store because you’re not technically in the store, you’re in your car. While Starbucks opened a drive thru in the more recent years, it wasn’t always a “fast food” spot and was just a regular coffee spot/cafe. There are even still some official stores (non licensed, aka not the ones inside of a Kroger or target) that are still cafe only like the original concept and don’t have a drive thru at all. The refills are for people who are sitting in the cafe, typically those who are there for a while either hanging out with others or doing work. The drive thru, as it is for most fast food places, is for quicker and on the go service.
